Details about a sniper attack on a California electrical substation have emerged.
There are now questions over whether it was actually the work of terrorists.
The attack occurred when someone entered an underground vault to cut telephone cables, and ‘attackers‘ fired shots into a transmission substation, knocking out 17 transformers.
Electric officials were able to avert a blackout, but it took 27 days to repair the damage.

No arrests have been made in the case.
