Geo Cell, a tracking program that involves NSA agents geolocating SIM cards and handsets of suspected terrorists’ mobile phones, allowing the CIA & U.S. military to conduct raids and drone strikes to kill or capture the individual in possession of the device.Innocent people have absolutely been killed resulting from the NSA’s increasing reliance on this surveillance tactic. Even when the spy agency correctly identifies and targets a SIM card belonging to a suspect, the phone may actually belong to someone else, who is then killed in strikes along with women & children not knowing who’s behind it, or who’s holding the metadata.
NSA locating drone targets by analyzing the activity of SIM cards, rather than the actual content of calls. Signaling that the assassination / drone program amounts to death by unreliable metadata.

NSA’s geolocation system used by JSOC is known by the code name GILGAMESH. Where a specially constructed device is attached to a drone, as the drone circles, the device locates the SIM card or handset that the military believes is used by the target. Before a strike is green-lit, there must be at least two sources of intelligence.
The problem is that both of those sources often involve NSA-supplied data, rather than human intelligence (HUMINT). A process of tracking & ultimately killing a targeted person is known as F3: “Find, Fix, Finish.” Drones are now a standard of U.S. military culture. CIA has similar operations known as SHENANIGANS which utilizes pods on aircrafts that vacuums up massive amounts of data from any wireless routers, computers, smart phones or other electronic devices that are within range.
Tracking “pods” mounted on the bottom of drones have facilitated thousands of “capture or kill” operations. An ability even from four miles in the air, searching for communications devices of suspects. Since December 2009, utilizing the NSA’s metadata collection programs, this administration has dramatically escalated U.S. drone and cruise missile strikes.
These agencies played a key supporting role in the September 2011 drone strike that killed a U.S. citizen. Even NSA operatives seem to recognize how profoundly the agency’s tracking technology is deviating from standard operating methods of war.
